ABOUT THE FESTIVAL
Mecal, Barcelona International Short Film Festival, has celebrated its 18th edition this year. With more than 3500 short films submitted and 350 works screened in the last edition, Mecal has already become one of the most important festivals of its field in Spain and a reference festival at both European and international level, as it represents a unique opportunity to see in our country the best short films of both national and internationalproduction.

Mecal is one of the few Spanish festivals which has been supported by MEDIA, besides being regularly granted by Spanish public cultural institutions due to its international scope, its quality programming and the massive assistance of young audiences. One of the great assets of Mecal is the variety of genres and approaches present in the parallel sections, which cover all audiovisual short formats: fiction, experimental, animation, special programs for children, documentary films, music videos and even creative advertising…

Moreover, since 2005, Mecal has been promoting international and Spanish short films via its Short Film Diffusion Network, organizing short film screenings in Europe, Latin America, North America and Asia, and is also collaborating with festivals, embassies, and institutions around the world. Colombia, Venezuela, Cuba, Argentina, Brazil, China, Japan, Canada or Russia to name a few.

Submission guidelines:
1.-This festival is open to international filmmakers. Contestants can submit as many works as they wish, as long as they have been produced after 1st January 2014 and they don’t exceed 30 minutes- length. Works must be spoken, subtitled or translated into Spanish or English.

2.-Works may be completed on 16 mm. or 35 mm. film, digital video or Betacam, but must be converted into DVD PAL for submission. Sound or silent movies must have optical or magnetic sound incorporated. No additional reproduction systems will beadmitted.

3.-This is a free-topic competition. Once registered, the participants will have to upload the short film file with English subtitles in the case of Spanish speaking works, and with English or Spanish subtitles for non-Spanish-speaking works.

4.-The Festival’s Selection Committee will be in charge of informing those participants whose works have been selected for both competitive and non
competitive sections. In that case, the participants will have to send the following documentation:
 Dialogue list in English and Spanish (via e-mail)
 The regulation’s document signed by the person holding the exhibition rights of the film, in
accordance with the conditions hereby expressed (e-mail or post)
 Entry form, also signed (e-mail or post)
 An HD H264 file, .mp4 or .mov 20 megabytes, 1920x1080 or 1280x720.
The selected works will be screened either in the original format or in high definition digital format. Therefore, the selected participants to the best International, Animation or Obliqua short film whom original work is in 35mm or 16mm will have to send a copy of their short film by 8th January 2017.

5.-The shipping costs will be in charge of the participants, and the devolution costs will be paid by the Organization, not for DVDs. In case of loss or damage during the shipping, the organization will only accept responsibility for the cost of the copy. The Organization will watch over the integrity and the proper screening conditions of each piece ofwork.

6.-According to the Festival’s calendar, the selected films will be shown in public during the period of time established by the Organization assuming that, by taking part in the competition, filmmakers or producers agree on doing so. The Organization is fully authorized to publish printed material of those selected pieces. Filmmakers and producers also allow the exhibition of a short extract of the film (1 minute at the most) for the Festival’s promotion on any media. Also
an extract (1 minute at the most) of the official competition selected short films can be showed on the festival’s webpage (www.mecalbcn.org). The Festival can hold in property a DVD copy of the selected works, always guaranteeing the author’s royalties and intellectual property. The Festival reserves the right to show those works in different Cultural Circles.

Mecal is not only a film festival, but also a Short Film Diffusion Network throughout which, all year long, Mecal organizes short film screenings in towns with no access to the short film genre. Submitting a short film to the festival implies entering this diffusion network, where the selected short films could be screened in Mecal’s different networks, like its international and national networks, and the Mecal Air, amongst others.

7.-The selected short films will participate, if they wish, in the online edition of the Competition, through the online film platform called Filmin. The short films can be seen in Filmin for 1 year with renovation option. The benefits obtained will be distributed in the following way: 60% for the participating short films (that will be distributed 50%-50% between Mecal and the participant) and 40% for Filmin.

8.-The Festival’s Direction Board will be in charge of selecting the jury, which will be formed by renowned audiovisual industry’s professionals.

o GREAT INTERNATIONAL AWARD for the Best Short Film from the International Section (1.000€)

Spanish production short films in any section:
o ZERO I U AWARD for the Best Photography of Spanish production (provision of all equipment and technical staff necessary for the editing of a short film, valued at2.000€)
o VIDEOLAB AWARD for the Best Short Spanish Film (equipment and technical staff needed for the postproduction of a Short Film, valued at 2.500€)#

 Awarded by the Obliqua Jury:

Obliqua Section:
o GREAT FILMIN OBLIQUA AWARD for the Best Short Film of the Obliqua Section (distribution of the short film via Internet in Spain, through the Comunidad Filmin, valued at 500€)

 Awarded by the Animation Jury:
o GREAT ANIMATION AWARD for the Best Short Film from the Animation Section.

 Awarded by CANAL + France:
o CANAL + AWARD for the Best Short (acquisition of the Best Short Film rights by Canal +France)

 Awarded by 3D Wire:
o PLANÇO AWARD for the Best Short Film of the competition of the animation schools with accreditation for the 3D Wire festival.

 Awarded by the Alma Jury:
o ALMA AWARD for the Best Spanish Script, valued at 300€.

 Awarded by the Young Jury:

Obliqua Section:
o YOUNG JURY AWARD for the Best Short Film from the Obliqua Section.

 Awarded by the audience:

International Documentary Section:
o AUDIENCE OF THE PERIODICO DE CATALUNYA AWARD for the Best Short Film from the Documentary Section.
o AUDIENCE AWARD for the Best Short Film of film schools.

The judges reserve the right to declare void any of the above mentioned prizes. They can also award special mentions which are notspecified in these entry conditions. Cash awards will become effective in the figure of the owner of the short film’srights.

10. - The Organization reserves the right to change – anytime until a week before the beginning of the festival - the name of the awards and to increase their number and amount.

Participants will be informed.

11.-Submitting for competition implies the full acceptance of the entry requirements stated in this document.
